There are two kinds of car for sale dealings. These are the 'car for sale by dealer' and 'car for sale by owner'. In car for sale by dealer, the seller will first sell the car to the dealer at a lower price, and then the dealer will spruce up the car and then sell it in the market for a higher price. In this transaction the seller receives less for the car than the dealer receives, but the dealer will usually make repairs on the car and improve it so that it fetches a higher price in the market.
